Utilities clean-up

Code moves to consider: 
* Move  `_rebuild_dataframe_if_needed` function from `judge/score.py` to `utils` folder
* Move `parse_evaluation_filename` function from `judge/score_utils.py` to `utils` folder with two top level functions: one that creates the file name and one that parses it. And maybe some checks that all the expected parameters exist in the filename
