docs: add billing and subscription docs

Stripe billing is now wired into the platform. Docs should cover:

- How to upgrade to Pro (pricing page or dashboard upgrade prompt)
- Managing subscription (Settings > Manage subscription → Stripe portal)
- Quota limits by tier and what happens when exceeded (429 response)
- Billing cycle and quota reset timing
- How the usage dashboard works (progress bars, cycle end date)
