Update observation template infrastructure #1295
Description
The current state of the observation template infrastructure is woefully out of date.
The current template forms are just basic forms rather than facility specific forms, and there is no way to load them.
- update templating forms to be facility forms
- allow blank fields to be stored as blank
- add template selection option to facility page
- upload template -> autofill facility form
This was determined to be the correct, general solution for this issue:
