Spectra ingestion from HERMES #1319
Description
We would like a feature in the TOM Toolkit to ingest spectra from HERMES and be displayed alongside our other spectra in SNEx 2. I don't know if we would use tom_alertstreams, but I know we want to use HERMES to make it flexible enough to share data with collaborators who have a TOM that wasn't built wit the TOM Toolkit.
