Support FBE

When booting into the latest TWRP 3.1.0-0 (or any 3.0.x version), FBE doesn't actually appear to be supported, even though there are several commits in this repository mentioning support for it. The following messages are printed in /tmp/recovery.log:

I:File Based Encryption is present
E:FBE found but FBE support not present in TWRP
