TPS drop on GUI usage

Server Info:

• Server Type: Any spigot fork (Tested on all versions of Spigot Paper and Purpur
• Server Version: Any server version (Tested on all commonly used server versions)
• Java Version Any java version (Tested on all java versions 8 11 15 and 17)
• Online-Mode: True
• BungeeCord: true and false (Both tested)

Server Hardware

• Ram: 32GB
• Core: Intel Xeon E3-1270v6 4c / 8t 3.8GHz
• Dedicated server

Plugin Info:

• Version: Any version (Tested with multiple versions)
• MySQL: Yes and No (Both tested)

Bug description/performance issue:
Ultra Permissions has a massive performance leak when it comes to opening the GUI. Every time you open the GUI you will get a major TPS and server performance loss.
This forms an issue for a lot of production servers as is not an issue that is only happening on my test servers.

To Reproduce:
Steps to reproduce the behavior:

1. Install Ultra Permissions
2. Run the server
3. Add yourself as super admin
4. Join the server and run '/uperms'
5. Wait for a little for the lagg to kick in (most of the time just a second after the command has been send)
6. Use the GUI

Expected behavior
A more smoother plugin than now. It causes a lot off server lagg what shouldn't be happening.

Plugin List:
Tested with only Uperms, Vault, Essentials and all other plugins of Tech. (Tested with all server versions)
