Add files via HTTP server?

Would it be possible to add the ability to upload via local HTTP like the VLC app allows? I'm referring to the method where the app activates a 192.xxx.x.xxx address to type into a browser on your computer which enables you to drag & drop files to the app.

And if you could just upload an entire pre-configured folder structure of Author/Book/ChapterX.mp3 and have that work as is.
