Bug: Library is stuck with 1000s of files that are no longer on my local device. #1402

Description
Sometimes users can get in a state where they have many books which are not on their device. For me this happened when I upgrade phones -- the library kept it's old memory but the device had no books on it (that's why this is filed as a bug).
I'd like to push a button that says "reset library". I would even re-add all the books. Better if it just removes library entries with no corresponding entries ("clean up library").
The only options I can find are one book at a time. This is near impossible as some of the books flattened out their chapters so my library is full of thousands of entries. I just scroll through them every time.
Steps to reproduce the behavior
- Delete a book from the device
- note it's still in the library
- Note the only way to clean it up is one file at a time.
