Determine method to flash STM32 boards on Windows

The current method of using mint to compile and flash on linux is very inconsistent with virtual boxes. We should determine a way on windows to flash so it is easier to get people set up on it.

• Figure out a way to do it, and test it out on one of our boards
• Update Readmes with this new method
