Automate server download and plugin install

We have the configurations checked in, the only thing missing from this repo to run a full copy (without the world/player data) of the server should be the jar files. 

Checking binaries like jar files into git is incredibly wasteful. Instead we can simply simply automate downloading the jars for easy setup.
