Consider spatial nestedness for spatial holdout #218
Description
Currently, there is a random assignment of reaches to the test and validation sets. This assignment should consider spatial nestedness. This could be challenging for this problem because we still want discrete and continuous samples to be proportionally assigned to the training/testing sets.
