Training resources

Following up about the training resource discussion we had in our meeting, @aappling-usgs, @SimonTopp, @jzwart, @janetrbarclay.

From the meeting:

• both Jake and Simon liked the idea of a notebook that walks someone through how to use river-dl (including prepping data, training, postprocessing)
• Alison wondered if this would be just another thing to maintain (update when things in the code changed) and if it would be better to just add notes and comments to code that we are actually writing/using that could then be shared with whoever needed it

To clarify, I wasn't trying to shut down the whole idea of a notebook - I think it could be quite helpful for onboarding and future-us, but maintainability is a con to balance against the pros, especially in this period where we're rethinking some of the design of the repo.
