muted startup issue #2235

Describe what you expected should happen and what did happen.
audio mute on startup if steam desktop previously had chromium muted
if big picture is basically just fullscreen chromium then it might be advisable to run a wrapper script to reset pesky defaults that can't be undone in big picture. either that or when adjusting volume for the first time after restart, check if the chromium app is an unmuted. the program is not available to switch on and off in KDE when closed so the setting may be in some weird pulse app setting file.
Steps for reproducing this issue:
- mute chromium in steam desktop
- restart
