Quote is always "left" quote

To see this:

1. Open the preview here: https://fonts.google.com/specimen/Palanquin
2. Type in this (with quotes): "Testing the quotes"
3. The left quote (closing quotation mark) is used vs being opening -> closing quotation marks.
