Transactions export appears not to be working for watch-only addresses

exportransactions help text indicates that
exporttransactions "*" "WatchOnlywalletTXexport20240426.csv" 2018-12-01 2024-04-26 true
should export the transactions from watch only addresses, but in an otherwise empty wallet containing only watch-only addresses it only exported the csv column headers or field names.

Wallet version is v1.4.1.0-g5bf6949d5d16d0dbe149b036ce1bc9e56820f184 (64-bit) and the command was run in the Debug Console.
