Tooltip implementation is missing

Hi guys!

I’m reporting an issue with ClassifierMeasurementsObject (and potentially PredictorMeasurementsObject).

When evaluating the property ["ConfusionMatrixPlot"], the matrix does not display. Instead, the output cell shows a red error message beginning with: "Row inside Graphics cont...".

UPDATE :

1. cm["ConfusionMatrixPlot"] will plot a very small confusion matrix (at least for my eyes) with undefined labels and classes.
2. cm[{"Accuracy","AccuracyBaseline","ConfusionMatrixPlot"}] : same.
   3.cm[{"Accuracy","AccuracyBaseline","ConfusionMatrixPlot"},IndeterminateThreshold->0.8] : no render, red text.

I see, we need to implement Tooltip symbol properly and then it should work well

As a side-effect now ContourPlot and other show a proper tooltip labels when you hover over the curves

It should work now in 3.0.2. If the image is too small, then this could help:

Show[plot, ImageSize->500]

Unfortunately we can't control much how WL sets the image size. If we rescale it globally, then some other images will explode in sizes. May be we are missing some additional option passed
