Create Challenges service

• Stores all challenges used as prompts which include problem statements, test cases, and difficulty level
• Serves challenge data via endpoints to match making when requested at the boot-up process of a room, in addition to scoring, which requests the test cases at the end of the game
• Keeps track of all challenges being served in a document database
