Create Scoring service

• Runs the code provided by users against test cases
• Scores each team based on test cases passed and a rubric, which could include special bonuses
• A final scorecard is sent down to all clients that breakdown the results of each test case, the score associated with each pass or fail, and the final score
• All the data crunched by scoring, including scorecards, is uploaded to the scoring database as an entry with the matchId attached for cross-referencing
