right click menu doesn't scroll enough/stay in the bounds of the window

Describe the bug

Opening the right click menu to low in the split window results in some of the menu entries being off screen depending on window size and where the user clicks.

Steps to reproduce

1. Open a split file
2. right click at the bottom of the screen
3. some number of menu items are off screen

Expected behavior

All menu items to be accessible
