Put Cloudwatch alerts

This will be a big enhancement requirement here.
But in my experience, I also have another bash script to set up the alerts.

It is reasonable that this tool provide alerts setting up feature at the same time we push the metrics.

Input for setting up a CW alert,

• high threshold
• low threshold
• period & periods
• alert topic(SNS)

For example, --cpu-high-threshold 90 --periods 3 --alert-sns
To make everything simple, we want the standard simple alerts ONLY.

I already have some scripts here https://github.com/a3linux/aws-cookies
but I want to integrate them to this tool.
