Set output path for decompressed files

I am using the download-artifact action to download all artifacts from a job that have been compressed in a previous job and extracting only dumps output in the 'cwd' directory causing some files to be overwritten/not written at all. Imo the outPath option should be used to specify a parent directory to place the extracted files and folders into to make this and other use cases possible.
