Problem with Limits! or is my configuration? HELP!.

Hello there! i was using this app but i dont know if this is a bug or what, when i start the redirect-spooft i mark some limits in this two computers (1) to upload but always show is use 8,6,5,3 Kb/s why is this? (1) in cap means 10 or what? i need to understand more how function this app, because i have a cibercafe internet and i trying to control the bandwidth between users.

You need to change windows language to English for it to work, it's weird I know
