ECC 2.0 is a local-first agent orchestrator and observability panel sitting above multiple harnesses.

Foundation work done (merged PRs #509-514)

• Install pipeline with manifest resolution (feat: wire manifest resolution into install execution #509)
• Lifecycle commands — uninstall, doctor, repair (Strengthen install lifecycle commands and target adapters #512)

Closing PR #1299 instead of merging another overlapping orchestration agent. The useful direction is to keep orchestration product-native in ECC 2.0 here, rather than adding another planner/architect/orchestrate-adjacent prompt file at the repo root.

Closing this as superseded by the shipped ECC 2.0 dashboard/orchestrator. The prototype concerns listed here are now covered by the current Rust TUI + SQLite control plane on main: session panel, task/team coordination surfaces, deliverables/diff views, context/observability panels, and policy/governance event capture. Keeping this issue open now would only duplicate newer ECC 2.0 module issues.
