Ability to create and re-use policies as a set of controls in the UI


Policies will allow users to more easily reuse a group of controls across their agents. Currently, they are supported in a limited way in the code, but we need to make that more robust, and also expose them as a feature in the UI, especially for non-technical users to be able to manage these policies.
