[EDGE CASE] What breaks in the settlement flow?

We have documented known edge cases in the architecture but
we have not thought of everything.

Specifically looking for:

• What happens in your multi-agent workflow that
  SettlementIntent does not handle?
• What failure mode does not have a pre-declared resolution?
• What happens when two agents disagree on what
  "execution complete" means?

Every edge case surfaced now prevents a breaking change later.
