Bot Configuration as code

Create JSON/Yaml files that represent Bot configuration as code.

Ability to maintain more than one agent, one per environment.

Open questions:

What configuration items can be updated using the API.

Deployment script

Deployment script should be able to update an existing agent with JSON/Yaml files.
