Unable to promote new build to Production due to 16 KB page size error

Hello Google Play Support Team,

I’m facing an issue while trying to promote a new build to the Production track.
The Play Console shows the following error:

“Your app does not support 16 KB memory page sizes.”

Context

• Current version I’m trying to promote: (versionCode + versionName)
• The new build was accepted in Internal Testing, but promotion to Production is blocked.
• Previously, I had uploaded a version that supported 16 KB page size in Internal Testing only.
• After that, I uploaded a build based on the older Production configuration (4 KB page size), as it had only a small feature update.
• Now, when attempting to promote this new 4 KB build to Production, it is being rejected with the above error.

Problem

• It appears that Google Play is enforcing 16 KB compatibility because a previous internal test build supported it. However, that build was never released publicly and has since been removed from testing.
• I need clarification on whether it is possible to:
• Remove the previously uploaded 16 KB internal test build from consideration, or
• Allow the new 4 KB build to be promoted to Production, or
• Any alternative options to proceed without changing the applicationId.

What I need
Could you please:

• Confirm whether the enforcement of 16 KB requirement is permanent once a compatible build has been uploaded, even if only to testing, and
• Advise on how to proceed with publishing the current release?
• This is blocking our production release, so any guidance would be greatly appreciated.

This is the new policy and is unrelated to your test app. From https://android-developers.googleblog.com/2025/05/prepare-play-apps-for-devices-with-16kb-page-size.html

Starting November 1st, 2025, all new apps and updates to existing apps submitted to Google Play and targeting Android 15+ devices must support 16 KB page sizes.
