conbench.ursa.dev is no longer online, switch to conbench.arrow-dev.org.

Thanks @rok. I see the workflow uses two secrets, were those migrated or do they need to be re-generated?

I think those were migrated with the conbench database so shouldn't require changing. We should test though.
