[C++] Meson configuration missing definition of BOOST_PROCESS_USE_V2 #47961

Describe the bug, including details regarding any error messages, version, and platform.
The Cmake configuration has some logic that may define this. It appears that without this, the Meson wrapdb entry on macOS is failing with the 22.0.0 release
