Provide the option of disabling the service offerings, system offerings, disk offerings

Currently, the following api's support Disabling the offering via state parameter and also in the UI

If Cloudstack could extend the same behavior to the service offering, system offerings, disk offering , it would be great

So that if a particular service/disk offering is disabled, it won't be listed in the vm deployment page

Currently, cloudstack can only update the offering access

This issue seems same as #8817 which is fixed in #8821

@kiranchavala Can you check and confirm if this issue is resolved?
