[MINDEXER-166] Add UrlResource with retry logic?

If the connection breaks in the middle of downloading the index or an update to the index it would be nice if the connection could just be retried. Currently it seems like the way to handle it is to revert the changes made while processing what i have so far or replay everything from the beginning or just replay things if I don't care about getting every change.

Going to make a pull request with what I use but it's not exactly fit to be merged as is.
