Add anchor link for 'Contact Us'

Trying to get a URL allowed by Github issue config.yml to redirect people to the main contact email for the archive (they don't support mailto: directives...)

I can do this easily if I can get a specific URL to the bottom of the page here: https://emberarchive.org/about

But this currently lacks an anchor

For reference, DANDI docs use a separate page (but they also have much more than you likely need, and comprises an entire subdomain rather than a designated page route: https://docs.dandiarchive.org/support/

(which perhaps is redundantly anchored: https://docs.dandiarchive.org/support/#support, hehe)
