Re-publish bapp-app-cli to launchpad-cli #100
Description
base-app-cli has still the wrong name, re-check code (here: github.com/appliedblockchian/launchpad > cli directory) and re-publish as launchpad-cli (npm)
bonus points: add an npm task to publish the package (e.g. npm run publish in launchpad/cli/package.json)
