test/input/filevarroot.fypp missing in 3.2 tarball on PyPI

It appears that the test/input/filevarroot.fypp file is missing from the 3.2 release tarball on PyPI. This is causing test failures for the following tests:

• test_file_var_root_abs
• test_file_var_root_rel
• test_file_var_substitution

because they can't find their input.

GitHub tarball has all the files.
