Test Main Branch Ruleset

I've setup branch rules and CODEOWNERS so Pull Requests are required before merging to main and they require 1 approval from a CODEOWNER.

@dbarsoum Do you mind creating a branch from this issue, commiting some small change (feel free to add yourself as a code owner to any files you would like to review if they changed), and creating a pull request to see if I get automatically requested for review and it blocks you from merging until the status checks pass and 1 approval is earned.
