Dependency upgrades to get Jupyterhub running nicely

From @mubdi: Okay, so got onto a bit of the dask problem -- turns out, part of it's the dependences on vasttools -- I've got a partially working system with the following (broken according to vast tools) dependencies:

vasttools 3.2.0.dev0 requires astropy<6.0,>=5.2, but you have astropy 6.0.0 which is incompatible.
vasttools 3.2.0.dev0 requires dask[dataframe]<2023.0.0,>=2022.01.0, but you have dask 2024.8.1 which is incompatible.
vasttools 3.2.0.dev0 requires numpy<1.23.0,>=1.22.1, but you have numpy 1.25.0 which is incompatible.
vasttools 3.2.0.dev0 requires pandas<2.0, but you have pandas 2.1.0 which is incompatible.
