Add configurable expire times for tokens

Right now Tokens have the following expire times:

• Bearer: 1 Hour
• Refresh: 1 Day

This force any app to request tokens every hour, which is not the most desired behavior in many cases.

The idea is to be able to override these values through a configuration file and assume a default value in case said configuration file is not present or doesn't have the overrided key

I keep planning to implement it as more configurable, and should do this when working with Drupal module development (which is now WIP)

BTW, no solid timeline schedule for this yet... Please feel free to provide a pull request and I will review it on time ;-)

I have found a work around by overriding the expire date in AccessTokenManagerInterface::createModel
