Manual ESR deploys don't work, and actually deploy a "bad" version to production

When doing a workflow dispatch trying to manually deploy an ESR release, this https://github.com/balena-os/balena-yocto-scripts/blob/master/.github/workflows/yocto-build-deploy.yml#L754 doesn't evaluate to true (perhaps a `v` is missing...)

This leads to a 202x.xx ESR format release being pushed to the non esr hostapp
