Provide BAZAAR_HOOK_DIALOG_RESPONSE_ID in action stage for hooks

Currently Bazaar doesn't provide this env var preventing distributors to add and handle multiple options in dialog without handling it themselves such as https://github.com/ublue-os/bazzite/pull/4467
