Feedback: Occasional Inconsistency Where Counselor Bot Feedback Popped Up

I believe on Issue 7 I had Counselor Bot pop up in the Issue Tab to tell me that my code worked and that I could merge, but on Issue 8 Counselor Bot's feedback on my code popped up directly as a comment on my Pull Request. Not sure if my own actions caused the difference. If it is something to tweak on BitProject's end, I think it's better to set a consistent place where Counselor Bot responds and I also think the latter situation (comments directly under Pull Request) is the better expectation to set.
