.tar.bz2 files not supported

It'd be awesome if ark could support bz2 files, e.g. http://download.osgeo.org/geos/geos-3.3.6.tar.bz2

hey paul, the upstream is now here https://github.com/opscode-cookbooks/ark

it is more up to date and supports .tar.bz2. I in fact use that repo for my
work.
