Error handling when assignment is requested at incorrect time

Problem description

The API invoker may use the assign or release endpoint after the booking is expired (i.e. later than startTime + duration).

Within Dedicated Networks, there is the proposal for introducing another error code to the 409 error status (See commonalities), which could make sense for QoS Booking and Assignment as well.

I agree. Thanks. This has to be fixed in qos-booking-and-assginement if it does not handle this situation. All corner/edge cases should be reviewed and appropriate errors should be returned.
