"empty lines around headers" rule causes issues with anchors

Following update to SP 1.3.0, many pages in the Server docs are being flagged against the rule requiring empty lines around headers.

If a heading is given an anchor for referencing, our custom is to put them on the line immediately preceding the header, which triggers the warning. They conceptually belong together, so it is preferable to have them visually together as well. Neither rST, nor MyST, forbids placing the anchor on the line above the header.
