Allow package dependencies to have .upToNextMajor support

CareKit pins to exact dependencies. While this is exactly what I would expect for an app product, it does make updating dependencies difficult for other activities.

Both FHIRModels and Swift Algorithms have exact pins. Would it be possible to loosen the requirement here to next major? This would, as an example, enable a team to integrate with higher FHIR model revisions, or use new Swift Algorithms functions that I assume there are.

I think this would be a great improvement, thanks for raising this. We originally pointed to exact versions to avoid the dependencies changing unexpectedly and potentially introducing bugs, but I can see how that makes the dependency graph difficult to resolve.

We have an update in the pipeline being quality tested right now. Once that's completed and released we'll make this change. Thanks!
