does heroku keep the old file through cycles? do we need custom code to compare hashes or something and conditionally update the local file content

Should be fixed by d638d5c however it's inefficient since we have to grab the whole file everytime we want to compare hashes. We can revisit in the future when dropbox implements the content hash property for shared file metadata requests.
