Add wiki page for Audio based modifications #2

Template questions. See #1 for discussion on the template:
- What section should this page be filed under?
New section - What feature/function does this document?
Audio files as they are heard in the game - How will this assist future modders?
This will allow modders to change the sounds that heard in game for the various effects as they occur
First word of warning for audio based modifications:
ALL AUDIO IS 10% SLOWER IN GAME
The reason for this is not known, but if you speed up the audio you are adding then it will sound normal once in game. This became apparent if you compare the introduction video (found here: https://store.steampowered.com/app/1489630/Carrier_Command_2/) to the audio heard on the main screen you will notice this speed difference.
