[Bug]: `yarn cedar upgrade --dry-run` says project has been upgraded

What's not working?

Should add "(skipped)" or something in-front of "🎉 Your project has been upgraded to CedarJS 0.14.0!". Or change the text to "would have been". Or make it grayed out. Or strike-through. Or just not print it at all... Lots of options :D

How do we reproduce the bug?

Install an old version of Cedar then run yarn cedarjs upgrade -d
