RFC - CeloCLI Commands

In order to better support the packages and services we steward, we (@celo/devtooling) are looking to reviewing, which parts of @celo/celocli are used a lot and which are unused or only used very infrequently. As part of this initiative we would like to ask for feedback on the celocli, specifically, which commands are used and which are unnoticed.

To be clear, @celo/celocli remains actively maintained. Many of its commands are paramount to the celo ecosystem. But, we suspect some may not to be used frequently and some could be better off in a separate cli or as a plugin to the celocli as they are not core.
