use anvil celo transfer precomplile for tests

Starting with https://github.com/foundry-rs/foundry/releases/tag/nightly-761a2f6df3ba1b11645e44dcd062c2bbb9924563, anvil supports the transfer precompile. Use --celo to enable it. It does not validate the caller address, so there is no need to configure the CELO token address.
