Apostrophe issue

Hi everyone, first time here. I am using Chamilo 1.11.32 with PHP 7.4.33 on a WAMP installation. A strange issue is happening: in the language file trad4all.inc.php there are a couple of translations with apostrophes. In this file apostrophes appear as apostrophes i.e. '. One translation shows up in the registration page (inscription.php) and the second one shows up in the password recovery page (lostPassword.php). Both pages have charset=UTF-8. Trouble is in lostPassword.php the apostrophe shows up as an apostrophe whereas in inscription.php it shows up as HTML entity &#...;. I understand it must be an encoding issue but I cannot find the culprit. Any idea on how can I fix it? Thanks.
